The United States Pretrial Services Office for the District of Oregon intends to procure halfway house services for federal defendants using Blanket Purchase Agreements. The awarded vendor will be required to house both male and female defendants and/or material winesses in the outlined catchement areas. Required halfway house services may include providing the following: housing and feeding federal high risk (sex offender/violent/gang affiliated) defendants and/or material witnesses; drug and alcohol testing; and case management services (employment assistance).
Interested vendors must respond on time, and clearly show: (1) they can provide services within the catchment area with a facility available for use, (2) such services will be provided by a professional meeting the criteria required, and (3) prices of such services shall be as low or lower than those charged the vendor’s most favored customer for comparable quantities under similar terms and conditions. Please note those instances wherein multiple counties/zip codes are referenced as a catchment area, the vendor must only have one site somewhere within one of the counties/zip codes identified as the catchment area.
